We received word from the IRS on an industry call on 2/19 that they will stop the process of communicating with the taxpayer when Form 8867 appears not complete and will start processing the refunds. The IRS started processing the 8867 inventory over the weekend and is starting to release refunds and expects to be complete by the end of this week.
The IRS has also started processing the refunds for returns filed with Form 8863 during the controlled launch period prior to notifying sofware vendors that they could not process the form revisions.
This process could take the IRS anywhere from 10-21 days.
